By “seatbelt” I am assuming that you mean the straps. There will be a modest strap kind-of in between his legs, right above the red handle thing. To tighten the straps, just pull on that. To loosen them, you lift up the modest piece of fabric covering the strap and push in the metal piece. Then pull on the straps and they will get looser. Remember that the chest clip should always be at armpit level to position the straps correctly in case of an accident. Also, the straps themselves should always be snug. You should never be able to pinch them. If you can, they are too loose and need to be tighter. Hope I helped!
